The latest Apple signing update has announced recently. After the iOS 12.3 public release, Apple has stopped signing iOS 12.2 and lower. If you are running iOS 12.3 or iOS 12.4 beta versions, you are no longer able to Downgrade to iOS 12.2 version. However, the users who have saved the SHSH blobs will be able to downgrade to iOS 12.2 version.

If you are a jailbreaker, and the usual advice from the jailbreak tool developers is stay on the lowest possible iOS version. If you don’t jailbreak, then update for the latest releases of iOS versions to enjoy the latest features of Apple and if you like jailbreaking, then just don’t care about the iOS version and you have plenty of solutions to install Cydia or Sileo on your A7-A12 iOS device.
